No member, leader, or department sits above the Charter.
One State Network is a whitelisted, vMenu-based FiveM community built to deliver serious, immersive roleplay in a welcoming and mature environment.
The Charter establishes a clear leadership structure from Community Members through Staff, Administration, the Board, and two equal Directors.
Director 01 and Director 02 serve as equal partners. Reserved executive decisions require both Directors to agree before they can move forward.
Department heads and Directors deliberate on community-wide decisions together, keeping leadership connected to the members they represent.
Each department leader is responsible for daily standards, training, discipline, member development, and representing their department on the Board.
Authority is defined by the type of decision being made. When the Charter requires unanimity and agreement is not reached, the proposal does not pass.
The Charter is OSN’s highest governing document. Changes must be made in writing and approved by both Directors.
